Who we are

We turn institutional ambition into programmes that hold up.

We support governments, public agencies, international financial institutions and technical partners in designing and delivering high-impact strategies for innovation, entrepreneurship and digitalisation. 1. 2020 – 2021

    STARTUP'ELLE Mali — Editions 1 & 2

Launched in 2020 at the Hôtel de l'Amitié in Bamako, the STARTUP'ELLE pitch competition drew the country's highest economic authorities from its very first edition. The 2021 edition brought together ten finalists from ten different sectors — green energy, nutrition, mobility, beauty — and 397 participants out of 500 invitations issued, under extensive national media coverage.

  2. 2026

    STARTUP'ELLE — Digital Women Challenge

Led by a proven tripartite consortium — TECKONSEILS-SA (Mali), CIPMEN (Niger) and La Fabrique (Burkina Faso) — this regional edition aims to reach more than 20,000 women and produce 9 regional finalists through an eight-stage journey, culminating in the final at the Bamako International Conference Centre.

  3. In development

    AfreeBack — Diaspora and Migration

Facing the dual challenge of irregular emigration and unstructured return migration, TECKONSEILS designed AfreeBack: a pan-African programme structuring the return and economic reintegration of migrants, and mobilising the diaspora as investors, mentors and technical partners — now under discussion with the International Organization for Migration.

Digital Transformation

Digital Sovereignty Starts With In-House Skills

Mastering your infrastructure and your data serves no purpose if the administration cannot operate them without an external provider. The third pillar is the most overlooked.

You have an idea. We have the ecosystem to grow it.

Translating the development priorities of states and their partners into concrete programmes — incubation, training, applied artificial intelligence, digitalisation of public services — capable of generating measurable economic and social impact, at both national and regional scale.
