Our Story
From a local hub to a pan-African innovation platform
TECKONSEILS was founded in Bamako on a simple conviction: Africa has no shortage of talent, ideas or entrepreneurial energy — what it lacks is a structured, rigorous support architecture connected to decision-makers. Conceived from the outset as a living laboratory and a hub for innovation-driven technology entrepreneurship, TECKONSEILS positioned itself from day one as a meeting point for technologists, social entrepreneurs, public authorities, technology companies and investors.
The launch of the STARTUP'ELLE programme in 2020, followed by its 2021 edition, laid the foundations of a movement that quickly outgrew Mali's borders. Backed by high-level institutional support — from the Presidency of the Republic to the Chamber of Commerce and Industry of Mali — this momentum opened the way to a deliberate regional ambition.
In 2026, TECKONSEILS-SA coordinates STARTUP'ELLE AES, the first regional programme dedicated to digital women's entrepreneurship within the Alliance of Sahel States, alongside CIPMEN (Niger) and La Fabrique (Burkina Faso). At the same time, the firm is broadening its offering to the digital transformation of public institutions, applied artificial intelligence, and the design of high-impact programmes such as AfreeBack.
« We are not building one-off events: we are building lasting movements, built to outlive their founders and to scale across an entire region. »
Our vision
By 2035, to make TECKONSEILS the reference partner for African governments, international financial institutions and development agencies in designing and implementing national strategies for innovation, digital sovereignty and inclusive economic transformation.
Our mission
Translating the development priorities of states and their partners into concrete programmes — incubation, training, applied artificial intelligence, digitalisation of public services — capable of generating measurable economic and social impact, at both national and regional scale.
Digital sovereignty
Supporting states in gaining full command of their infrastructure, data and digital skills.
African human capital
Training, equipping and connecting Africa's youth and diaspora talent to opportunities across the continent.
AI-driven innovation
Deploying artificial intelligence as a cross-cutting lever for public- and private-sector performance.
Measurable impact
Steering every programme through clear results indicators, tracked and audited.
Our values
Six values, put into practice
They shape how we design, govern and deliver every one of our programmes.
Excellence
A standard of methodological rigour aligned with international institutional benchmarks.
Impact
Concrete results, measured and communicated transparently to our partners.
Innovation
The ability to integrate emerging technologies, including artificial intelligence, into every programme.
Integrity & governance
Rigorous, accountable management of resources and of every commitment made.
Inclusion
Particular attention to women, youth and diaspora communities as drivers of transformation.
Pan-African collaboration
A multi-country partnership architecture — the precondition for impact at regional scale.
Governance
A public limited company, formal governance
TECKONSEILS-SA is structured as a public limited company (société anonyme) with formal governance, underpinning the management rigour expected by our institutional and financial partners.
Executive Management
Strategic direction, institutional relations and oversight of the programme portfolio.
Programme Directorate
Design, logical-framework development and operational coordination of flagship programmes.
Finance & Administration Directorate
Budget management, compliance and reporting to donors.
Regional Coordination Committee
Multi-country consortium — Mali, Niger, Burkina Faso — for regional programmes.
Our team
TECKONSEILS draws on a multidisciplinary team of professionals and experts — strategic advisory, programme engineering, artificial intelligence, institutional communications — complemented by a network of mentors, trainers and associate consultants mobilised according to the needs of each programme.
For every regional programme, this team is reinforced by our consortium partners — CIPMEN in Niger and La Fabrique in Burkina Faso — ensuring a coordinated, multi-country execution capacity directed from Bamako.
